2001 Toyota Tundra Horn Problem

Does anyone know whats wrong with my horn.

2001 toyota tundra horn problem. Grease was broken down and bearings starting to rust. Prior to this the fluid had never been changed. 2001 Toyota Tundra Problems BodyFrame Rust.
